Did you ever figure this out?
I chatted with T-Mobile today. They said that Nexus One with 500 Even More Plus plan which includes Android Data Plan does include unlimited US HotSpot. And it looks like if I add the ~$10 HotSpot plan, it includes some international hotspots. I could travel to Japan and still use my Nexus One as a WiFi phone! Anyone with any experience at this?
