workaround was indeed successful.
1. reset the phone 2. enter sim card pin, but do not log in with your google account, skip this step. 3. go to privacy options and disable the syncing 4. log in to google account. and then the phone will behave and not install anything.  but still, this is a bug I guess. |

Thank you Jetsetter, this is exactly what I was looking for. I have a question though. I unclick the options that remember my settings and stuff so that I can start with a clean slate, but what about when I have a bunch of new apps and I want those settings remembered?
