They are screwing with you. "uptime" is a concept from linux and unix based operating systems. Basically it is the length in time since the computer (in this case, phone) has been turned on. Linux geeks love to boast about their uptime, especially in comparison to other machines which tend to be less robust (such as windows).

So in short: Uptime = Time since phone booted up, battery/charge status disregarded.
