What is rooting?

I have seen it here and thought maybe eventually I would 'catch on' to what it meant, but have been unable to. What is this 'rooting' that everyone is discussing ('to root or not to root').

It is full access to the phone. Like jail breaking the I phone.

In Linux "root" access is Administrator access/rights. You can modify anything you want. The same is for your phone, rooting your phone is giving you administrator access to your phone. You now have control of features/options/rights that were once restricted to the normal end user. Hope that helps.
