What do I do if usb debugging is not on

My Nexus is stuck in a bootloop and I cant get past the google screen when booting up. I can get to the fastboot but nothing happens when I try reset because I see there was an error loading the sdcard. My USB debugging is not on currently and I cant get to it since I am unable to boot.

Is there any other way I can turn on the USB debugging?

You don't need usb debugging in fastboot, usb debugging is for adb and you need daemon for that which you need to be in the ROM or recovery for that to work what you will need to do is to use the passimg method to get back to stock, here are some instuctions The Nexus One Oracle

Forgot to mention
#1. My phone is not unlocked. I am unable to unlock since "fastboot oem unlock" hangs.
#2. Obviously my phone is not rooted as well.
#3. sdcard doesnt mount; so cant place an img on the phone; so there goes the passimg.

basically fastboot is useless since recovery\factory reset cant do a thing since my sdcard isnt loading. Normal boot just stops in the google screen.

Well if bootloader doesn't recognize the sd card you probably have a hardware issue.
