If you want to do scripting, but NOT root your phone, google has something called ASE

android-scripting - Project Hosting on Google Code

I have installed it, but since I am developing on a PC using eclipse, I havent found much use for it

My main interest is in being able to SSH into remote servers, scp and have command line tools .. but I would like to be able to have root access as well

If all you're looking to do is stuff like SSH then get ConnectBot. No root needed.
